it's because the restriction enzyme cuts at a certain base pair on each strand of the dna helix, for example:
5'GAATT C3'
3'C TTAAG5'
this is an example of sticky ends, so it means that for instance, TTAAG is sticky becasue it can base pair to another chain.
blunt ends on the other hand are like:
5'GGG CCC3'
3'CCC GGG5'
so GGG or CCC on either side, can NOT bind to other dna sequeunces... hope that helps!
